"Out of Bounds" (1986) -- Jeff Kober plays drug-dealer Roy Gaddis.
Plot: An Iowa farmboy visits L.A. and finds himself hunted by the police, a drug-dealer, and crooked Feds. Character Synopsis:  Gaddis is a drug dealer and murderer.  He's attractive  and well dressed.  But he is aslo a mean, ruthless, arrogant creep.  This guy  has no friends -- only  intimidated underlings.

I believe this is Jeff's first
feature film.  I've read three
reviews on it: two knock the
plot, and one knocks the
acting.  But I don't agree.
In fact, it is better than
many similar movies I've
seen.  True, there are in-
consistencies in the plot, but I've seen a lot worse!   Anyway, Jeff plays a sleazy, vicious killer very well.  I mean that as a compliment! -- songbird
