The Commish (1994) ... Jeff Kober as Vincent Spears alias Gary Spurling.
Episode: Bank Job.

Plot: Feds take control of a botched robbery by "Gary Spurling," a recently escaped criminal. They begin making rescue plans based on "Gary's" history.  In reality, "Gary" is Spears, and the robbery is merely a diversion to remove police protection from the real objective — a Brinks truck carrying money reserves to all area banks. With Rachel among the hostages, Tony tries to figure out why "Gary's" actions don't make sense.

Character Synopsis: Spears is so good at
what he does that no one knows who he is.
He is arrogant and loves to show how
much smarter he is than everyone else.
He doesn't mistreat his captives. But he
does enjoy tempting them to steal and
using them to bait the chicken-hearted
bank manager. He resents a society that
oppresses people just because they were
"born on the wrong side of the tracks" by
keeping them from educational and career
opportunities. Something that probably hits
very close to home, for him.  He definitely resents people in positions of "power" and uses his intellect to get "in-your-face" revenge on the society that never gave him a break. He doesn't enjoy killing, but doesn't mind killing. It is all a game to him, and he enjoys out-smarting the police.

Jeff is good in this — tired of hearing that, yet?   Well, it's true.  Spears is clever and a smart-ass who likes showing off and hearing himself talk ... and Jeff plays that well.  He is especially good in the scene where he almost offs the bank manager.  You can tell Spears wants an excuse to kill him.
